Launching DELTA: A dialogue between French Customs and CONEX
A DELTA EDI customs procedure start-up plan for all its customers: CONEX has just made this decision of a common accord with the French Directorate General of Customs and Excise (DGDDI).
This plan aims at allowing for a rise in traffic which is as harmonious as possible during the next months, for the electronic declaration by automatic transaction – DELTA, used by customs declarants, supported notably by CONEX’s DELTApass software.
“DELTA EDI experienced a difficult launch”, according to Alban GRUSON, CONEX CEO. “30% of our customers, or almost 350 companies, users of our DELTApass software have taken the big step and have been applying the all-new DELTA customs procedure for several weeks now, and in good conditions. 20% of our customers are currently in test-phase. But it appears that the remaining 50% have not even undertaken such tests as yet and are hesitating before launching this new procedure, a little destabilised by successive reports concerning the start-up of the new system.”
“I suggested to Bruno LATOMBE, DGDDI IT systems manager, that we participate in the planning of the procedure launch by way of a programme proposed to all our customers over a period spread between 15 October and 15 December 2007, aimed particularly at all those who have not yet made the decision to use DELTA,” added Alban GRUSON. “He accepted this offer, which also concerns all the EDI service providers. We have just presented a start-up plan to all our customers with the objective of regulating the DELTA implementation, avoiding any panic movement which would risk upsetting dangerously the customs clearance organisation.”
Based on its experience, CONEX considers inevitable and indispensable that each declarant go through a test phase and reminds companies which have put their faith in CONEX of how to obtain their registration on the French Customs test database DELTAcertif.
For those customers who are currently achieving successful test results, CONEX suggests integrating them into the production stage before 30 September 2007.
“After having learned lessons from the first experiences of our customers, we wish to give our support to French Customs in getting the new procedure well on the way,” added Alban GRUSON.
If the DELTA procedure is a true revolution and important stage in achieving paperless customs procedures, CONEX, having anticipated and planned appropriate tools and training, can contribute to a harmonious start-up.
“The plan can only be respected if each customs office, regional or local, accepts to collaborate,” concluded the CEO of CONEX.
