On May 27, ED Editions organised an information day specially dedicated to the topic of AEO certification. Presented as a mark of quality and a strategic asset, this certification affects all actors in the supply chain. Shippers, customs agents and administrative service providers were given the opportunity to express their points of view and share their experiences during this day of round-table discussion.
Both certifications were tackled: the first concerning customs simplifications and the second, security and safety.

CONEX in Seoul for the annual meeting of the WCO: Is IT (Information Technology) really necessary and issues concerning integrated border management.

Across the world, national customs administrations are increasingly turning to Information technology (IT) for solutions to their customs procedures. The annual World Customs Organisation meeting considered the issue of integrated border management and the necessity of the role played by IT. Without exception, all the contributors and participants responded that IT is absolutely essential. However the implementation and form chosen are not always the same..
The CONEX delegation – Alban GRUSON, CEO, Bertrand GRUSON, Project Manager, and Lance THOMPSON, Customs Anthropologist – participated actively in order to follow the evolution in this domain.
Several countries had the opportunity to present their national systems, notably China, Mongolia, Costa Rica and South Africa. A significant amount of time was set aside to discuss the Single Window, often quoted as a reference in Customs IT procedures. >>> Read the conference résumé
LUXEMBOURG
On the 5th and 6th June, the EFA, Europäischen Forums für Auβenwirtschavrt, Verbrauchsteuern und Zoll e.V., or European forum for exporters, importers and customs, held its annual European customs conference in Luxembourg on the theme of 40 years of European Customs Union. CONEX was represented by Claire FOURNIER, responsible for European development, and Lance THOMPSON, Customs anthropologist in order to continue making proposals on all subjects concerning the evolution of customs regulations and the manner in which they are applied, and to ensure that CONEX remains perfectly well-informed so as to continue being a precursor in the development of tools and services. This enables CONEX customers to be in conformity with any new rule as it is applied.
The Authorised Economic Operator (AEO) held an important place in conference discussions. An overview of a number of countries highlighted the different ways this regulation is being applied in the various Member states.
As an example, the Litigation Services will manage certifications in Luxembourg, the Surveillance and Fraud Departments will be in charge of this work in Portugal, the regional customs offices will deal with the procedures in Poland and it will be the role of the local customs offices in Germany.
The method in France is to centralise certifications at a general directorate level, in contrast with these other approaches. >>> Read the conference résumé

According to statistics, there are around 35 000 warehouse keepers and operators registered in France and therefore concerned by the European EMCS project.
European code name: EMCS (Excise Movement and Control System).
French code name: GAMMA (Gestion de l’Accompagnement des Mouvements de Marchandises soumises à Accises)
Objectifs :
- Simplifying movements of goods under duty-suspension
-Electronic transmission of the AAD and improving checking procedures

Making trade safer by speeding up AAD discharge and therefore releasing the consignors from their financial responsibilities.
Délai :
- April 2009 : operators must use the EMCS so that consignors situated in other member states are able to receive electronic AADe.
- January 2010 : operators must send and receive electronic AAD.

‘Blocking’ messages often indicated : Document codes, tax codes, office, CANAs and so on (the list is long!) missing
Don’t forget, quite simply, to update your master files. These files are filled in upon installation of the software but it is essential to update them according to you individual needs and along with evolutions to the regulations.
Exchange rate update.
The official exchange rates are those recorded on the second last Wednesday prior to the month of application and published in the JORF (official French journal) the following day. (They are available in our software immediately following their publication.)
We advise you to update them as early as possible without waiting until the 1st of the month. This update in no way affects your declarations for the current month as , DELTApass manages the two exchange rate periods independently.
